In Estland en Nieuw-Zeeland krijg je in een paar klikken wat je van de overheid nodig hebt

Naar één website als je iets wilt regelen en maar één keer je gegevens hoeven delen als je iets wilt aanvragen. Omdat je een kind hebt gekregen, omdat je gaat scheiden of omdat je op zoek gaat naar een nieuwe baan nadat je bent afgestudeerd. Dat is hoe het gaat in Estland. Nieuw-Zeeland is een vergelijkbare weg ingeslagen met één website waar je alle informatie kunt vinden die van belang is voor je kinderen: van informatie over hun ontwikkeling tot wat je voor ze moet regelen, van kinderopvang tot financiële ondersteuning. Het belangrijkste criterium om het in richten? Wat de ouders aangaven dat zij nodig hebben.

Hoe heeft men het in deze landen voor elkaar gekregen en wat kunnen we ervan leren?

Via de website Eesti zijn vrijwel alle overheidsdiensten voor de inwoners van Estland toegankelijk. Op de website SmartStart kunnen Nieuw-Zeelanders alle informatie vinden die zij nodig hebben over en voor hun kind.

Erika Piirmets, Digital Transformation Advisor bij het e-Estonia Briefing Centre, neemt ons mee in het verhaal van Estland. De Nieuw-Zeelandse casus wordt toegelicht door Becky Cassam, manager bij de afdeling Integrated Services en SmartStart bij het Nieuw-Zeelandse ministerie van Binnenlandse Zaken. Dick Bruinsma zal vanuit zijn ervaringen als senior business consultant bij Logius reflecteren. Logius is een uitvoeringsorganisatie en verantwoordelijk voor het beheer van digitale diensten en producten van de Rijksoverheid.

Over Erika Piirmets
Erika Piirmets is Digital Transformation Adviser bij het e-Estonia Briefing Centre. Dit centrum ontvangt jaarlijks ongeveer zesduizend bezoekers, die geïnteresseerd zijn in de manier waarop de Eslandse digitale dienstverlening tot stand is gekomen en is ingericht.

Over Becky Cassam
Becky Cassam is werkzaam op het Nieuw-Zeelandse ministerie van Binnenlandse Zaken, als manager bij de afdeling SmartStart en Integrated Services. Becky werkt al meer dan 30 jaar als rijksambtenaar is daarbij altijd een groot voorstander geweest van het centraal stellen van de burger bij het ontwerpen van publieke diensten. Ze heeft die aanpak gevolgd met een reeks producten die momenteel onder de SmartStart-paraplu vallen.

Over Dick Bruinsma
Dick Bruinsma is senior business consultant bij Logius. In zijn functie is hij nauw betrokken bij ICT-projecten van de Rijksoverheid, zoals de digitale Berichtenbox van MijnOverheid. Logius beheert als uitvoeringsorganisatie de digitale diensten en producten van de Rijksoverheid.

In Estonia and New Zealand, you can reach all you need from government in just a few clicks

Just one website if you want to arrange anything, or only sharing your data once if you want to fill in an application to government. Because your child is born, because you are getting a divorce or because you are looking for a new job after you graduate. That is how it is done in Estonia. New Zealand took a similar path, with one website where you can find all important information about your children: from information about their development, to what you need to arrange, from childcare to financial support. The most important criteria for setting it up? What the parents indicated they need.

How did they manage to do it in these countries and what can we learn from it?

All government services are accessible to Estonian residents on the website Eesti. On the website SmartStart, New Zealanders can find all the information they need about their child.

Erika Piirmets, Digital Transformation Advisor at the e-Estonia Briefing Centre, takes us into Estonia's story. Becky Cassam will tell us more about the case in New Zealand. She is manager of the SmartStart and Integrated Services department at the New Zealand Ministry of Internal Affairs. Dick Bruinsma will reflect from his experiences as a senior business consultant at Logius. Logius is an executive organization and responsible for the management of digital services and products of the national government.

Erika Piirmets is Digital Transformation Adviser at the e-Estonia Briefing Centre. This centre receives about six thousand visitors every year, who are interested in the way the Estonian digital services are established and organized.

About Becky Cassam
Becky Cassam works collaboratively across the New Zealand government, to identify improved customer experiences when accessing services digitally. She is a public servant for more than 30 years and she is a firm advocate of having the citizen at the centre of services being designed. She has taken that approach with the suite of products currently under the SmartStart umbrella.

About Dick Bruinsma
Dick Bruinsma is a senior business consultant at Logius. He is closely involved in ICT projects of Dutch national government, such as the digital 'BerichtenBox' of MijnOverheid (an inbox for all messages from Dutch government). As an executive organization, Logius manages the digital services and products of the national government.
